one year our adults will receive health care thanks to president obama and nancycy pelosi. we have a long-standing healthy program and the new international law will extend the program to 3 b thousand san franciscans. and just as we must keep getting health care and pension reform define we must address the challenge of the unfunded liability area. we're beginning to make progress but we must development a more responsible approach to providing health care to our retired city employees >> and know that together our partners in labor will address this the san francisco way to son sense once in a while. and finally, we must rebuilt our st. louis hospital in the mission. they're the priors of critical health deliver as well as major employers. members of the board have taken a strong leadership role working with my office to bring a proposal back to the community that delivers jobs and most importantly critical health care for our city were we're going to get it done. and that brings me arrest warrant why we're here today. a college track and education. i hear from businesses that they'

reaches every people in the community we must join with our democrat leader president obama and shout immigration reform for our country this year. we're - we are a city of imgranite and we know that some are fathers and mothers and daughters and son who work hard to commit to this city. it's time to let them come out shadows of our city we must ask washington to pass the immigration reform bill. and we must demand a pathway to citizenship in our society for every american and every san franciscan. and this san francisco of the 21 accounting century requires a violation and move our workers around the city reliablely and efficiently. and, yes i'm talking about our public transit system. i'm talking about all our transportation systems. and one day high-speed rail. i know it's frustrating to push your way onto a overcrowded bus. i know you were frustrated in the past to reach your jobs late. i'm proud to say there's changes on the way and the nation largest addition is once again focused on operations and inviting a maintenance system. this year new hybrid buses will hit the streets. 6

president obama, a democrat president so that we have the credibility to speak up later when it's republican president committing these abuses as happened in the past. and many of the members of the public don't have the opportunity to interact with someone like obama when he comes to town. they typically hide from their detractors in the public. but as representatives, you may have the chance to perhaps say a few words to obama at some point. so, when you do i hope you will ask him why and under what constitutional basis does he claim the authority to have anyone anywhere in the world at any time including u.s. citizens killed just on his say so that they are terrorists? and you might ask him when his forthcoming book, the audacity of power is going to be coming out. please speak up about civil liberties. as quiet as bradley manning has been kept in detention for over a thousand days now without trial, without due process. he's the whistle blower who reported on war crimes being committed by u.s. government troops in afghanistan. and he is still sitting in jail as we sit here tod

as far as present obama's proposals, he made them this month. some are executive actions and some he is calling for legislation. but he too is requiring asking for criminal background checks for all gun sales and he was going to address that by removing some barriers in health laws that prevent some states from making the information available to people that need it. he would go about improving centers for states to share information within the system and making sure that all of the federal agencies are talking with each other. and he would also make sure that his ag would be talking with the federal law enforcement agencies. and it goes on where his plan, you know, goes into the assault weapon ban. and he called for it to be reinstated and to be strengthened. and the one that this nation had expired in 2004 and also, he directs some of his action toward us, toward the police. as far as getting rid of the armor piercing bullets and giving us tools to prevent and prosecute gun crimes he calls for more school resource officers and more counselors in the schools and he asks that the

that we are glad that you are not watching right now, because our president barack obama is giving his state of the union address for his second term. and i think that particularly apropo given that february is black history month. and i think that it is absolutely wonderful that our african american president is giving the state of the union address. we are also very, excited that we are celebrating the lunar new year across the district and i would ask everyone to join with me in celebrating these two occasions african american month and chinese lunar new year across the district. i also would like to bring to everyone's attention that this year is also a very important year for us in san francisco unified school district. as our early education department is celebrating its 70th anniversary. and this is incredible on a number of fronts, where we see school districts across the country that are doing away with the early childhood programs in san francisco, we have continued to invest and we see it in early in the childhood program. if you think back we are in the throws of world war

years away. * or more. unless obama has a lot of infrastructure money that we don't know about yet. in any case, that aside, it just seems like using this tool, that now we're faced with yet another one-parcel sud, which i have railed against for a long time is not the proper way to do planning in this city. and i know this is kind of a one-time situation, but every time we have one of these, it's a one-time situation. and, so, the sud i think is a wrong way to go about it. it also, as i started off by asking the question of planning staff, put this in a really bad light because the existing building is what it is. we approved the project based on the fact that that building was what it was or what it is, and we wanted it to go ahead, you know, it was fine, change the use. we did approvals, but that decision was based on the existing building. now we're being asked to turn around and violate the height limit. it's 40 feet around here for blocks and blocks and blocks, and now we're asking -- being asked to make an exception in this case to go to 55 feet. why? because the existing buildi
